What Meta charges for each WhatsApp message delivered to UAE numbers, by category, straight from its published rate cards.

Rates per delivered message

Meta charges when a message is delivered, not when it is sent. The rate depends on the message category and on the country calling code of the number you send to.

Authentication-international applies only to businesses Meta deems eligible, and only when the business is based in a different country from the recipient.

Eligibility means more than 750,000 messages outside customer service windows in a moving 30-day period to countries with such a rate. Source

What changes on 1 October 2026

  • Marketing rises from $0.0499 to $0.0576 a message.
  • Service messages, the non-template replies you send inside the 24-hour customer service window without Meta Business Agent, are charged at $0.0157.
  • Each business phone number gets 1,000 free service messages a month before that rate applies.
  • Utility templates sent inside an open customer service window, free before this date, are charged.

What a month costs

Monthly totals on the rate card from 1 October 2026. Utility and authentication include Meta's volume tiers, which lower the rate only for the messages inside each tier.

No. Meta charges for each delivered marketing, utility and authentication template. The exceptions are utility templates inside an open customer service window until 30 September 2026, and messages in a free entry point window.
It opens when someone on WhatsApp's Android or iOS app messages you from a Click to WhatsApp ad or Facebook Page button. Reply within 24 hours, and Meta charges nothing for 72 hours except Meta Business Agent messages.
Until 30 September 2026, service messages are free: the non-template replies you send inside the 24-hour customer service window without Meta Business Agent. From 1 October 2026 each business phone number gets 1,000 free a month.
Replies from a person or a third-party AI are service messages. Replies powered by Meta Business Agent are not: Meta has charged them per token since 1 August 2026.
