- Service messages, the non-template replies you send inside the 24-hour customer service window without Meta Business Agent, are now charged after 1,000 free a month per business phone number.
- Utility templates sent inside an open customer service window, which were free until 30 September 2026, are now charged at the utility rate.

Good to know about WhatsApp pricing in the United States
- Meta does not currently deliver marketing templates to US phone numbers. Undelivered messages are not charged, so a US marketing send costs nothing and reaches no one. Source
- The United States is billed as North America, together with Canada. Puerto Rico, the Dominican Republic and Jamaica are billed as Rest of Latin America. Source

Questions about WhatsApp pricing in the United States
- An FCC order on unlawful texts limits its text message decision to texts from North American numbers over wireless networks, such as SMS and MMS, not over-the-top apps like WhatsApp. Source
- FCC guidance says autodialed texts to mobile phones need the owner's prior consent, written for commercial texts, unless sent for emergency purposes. The guide does not mention WhatsApp. Source
- FCC rules bar telephone solicitations, including texts to wireless numbers, before 8 a.m. or after 9 p.m. the recipient's local time, or to national do-not-call registry numbers. WhatsApp is not mentioned. Source
